EVALUATION OF THE IMPACT OF PROJECT PLANNING AS A TOOL FOR EFFECTIVE PROJECT DELIVERY

INTRODUCTION
1.1 Background to the Study
For any project to be executed in the construction industry it is a safe assumption that certain sort of plan has to be provided. This enhances quick delivery of a project and within the finding limits (budgeting) for the project.
However, when a project is to be carried out according to a defined start and end dates, it is necessary to have at least some idea of the relationship between the variables, this project is written to solve the problems of improper project delivery and to improve the organization of projects activities in our construction industries through planning. Most projects seem to be unplanned due to inability of the project managers and supervisors to handle the activities of the project well. These may lead to abandoning the projects, as a result of bankruptcy of the project manager or inability to meet the time requirements, lack of monitoring the activities of the project etc.
The primary challenges of project planning is to achieve all goals of the project charter while adhering to the three classic project constraint, sometimes referred as “Triple constraints”, that is scope, time and cost (Anson, 2012).
It should also be noted that problems that arises define the role of planning within the construction organization relative to company size and nature of work undertaking the planning functions required in the different sizes of firms-small, medium size, large firm should be used as guide in carrying out planning activities in a firm.
Project planning plays and essential role in helping guide teams, sponsors and the project manager through other project phase. This planning is needed to identify desired goals, reduce risks, avoid missed deadlines and ultimately deliver the agreed product, service or result. Without careful planning, project performance is almost certainly guaranteed to suffer.
From the building construction perspective, planning is an effort to forecast the future development and making it to favourably come true. Leonard (2002), postulates that it is a revolution of the mind ie turning away from the imitation of the past toward the exploration of the future. (An economist review). In other words, Martino (2011) in his text suggests that planning has nothing to do with actions to be taken in the future, instead it deals with actions good or simply the least bad ). Therefore, he conluded that planning future (by selecting one action over another in the present). Kerzenr (2009), in his opinion on planning said that planning is a future, and methodolically organized the effort needed to carry out these decisions.
Furthermore, planning is the process of deciding in advance what to be done and how, which involves determining the overall missions, identifying key result and setting specific objectives as well as developing policies, programme and procedures for achieving them,(Bamisile 2003) and (lock, 2000). In addition to that Harris and cafer (2001),asserts that planning function is an internal part of the management task on a project, which involves developing strategies and designing the means of implementing them. According to Malsam (2023), project is a sect of tasks that must be completed within a defined timeline to accomplish a specific set of goals. These tasks are completed by a group of people known as the planning team which is led by a project manger, who oversees the planning, scheduling, tracking and successful completion of projects.
Siles (2018), stated that project is an undertaking that encompasses a set of tasks or activities having a definable starting point and well defined objectives.
Planning is the predetermination of objectives and course of action to be taken to achieve defined goals effectively and efficiently. It is an intellectual process that is concerned with deciding in advance what is to be done, how it is to be done, when it is to be done, and who is to do it (Susan, 2023).
Ramos (2023), maintained that project planning is a procedural step in project management where required documentation is created to ensure successful project completion. Documentation includes all actions required to define, prepare, integrate and coordinate additional plans. The project plan clearly defines how the project is executed, monitored, controlled and closed.
According to Mamgain (2023), project planning means designing a project management plan that is known as a formal approved document that describes the systematic plan that will be used in the implementation phase of the project plan. Williams (2002), highlighted that project planning is the process of telling your team what they have to do and how they have to do it. This invoices documentation that describes the costs, the order of events, communication with clients, schedules and risks.
Muscad (2022), stated that project delivery is the process of completing a project from start to finish. This includes all the steps necessary to complete the project from planning and designing to implementation and testing. It is a complex process that requires careful planning and execution.
Project delivery refers to the comprehensive process of carrying out and completing projects such as the construction or renovation of a facility or building, among others. It requires careful planning and construction measures from different actors. The project delivery system requires multiple roles, standards and a defined set of procedures to proceed (Estrellas, 2023).
1.2 Statement of the Problem
Despite the recognized importance of project planning, there is a growing concern regarding its implemention and the impact it has on project delivery. Many construction industries struggle with inadequate planning, which of ten leads to delays, budget overruns, poor quality outcomes, and dissatisfied stakeholders. This prompts the need for a comprehensive evaluation of the impact of project planning on project delivery to identify potential areas for improvement and recommend strategies for enhancing its effectiveness.
1.3 Aim and Objectives of the Study
1.3.1 Aim of the Study
The aim of the study is to evaluate the impact of a project planning as a tool for effective project delivery, with the view of bringing a minimal solution and suggesting proper planning schedules for timely completion.
